Harbin Conservatory of Music is a public provincial undergraduate institution in the Songbei district of Harbin, formally approved by the Ministry of Education on 1 March 2016 and built on a plan first proposed by the Heilongjiang provincial authorities in November 2013. That plan was explicitly designed to bring high-quality Russian music-education resources into China, to serve the country's strategy of cooperation with Russia and to carry forward Harbin's own musical heritage; the city itself was recognised by UNESCO as a City of Music in 2010. It is the only independently established public undergraduate arts institution in Heilongjiang and one of just eleven free-standing professional conservatories in China, and it is listed among the province's universities building nationally first-class disciplines. Teaching is organised in seven departments, covering vocal music and opera, Chinese national vocal music, orchestral instruments, Chinese national instruments, piano, musicology and composition, which deliver three undergraduate majors, namely music performance, musicology, and composition with the theory of composition, spanning nine specialised directions from bel canto and accordion to choral conducting. The conservatory is deliberately small, with about 939 students in total: some 561 undergraduates alongside 298 master's and 80 doctoral candidates, taught by roughly 158 faculty of whom eleven are Russian and twenty-eight supervise doctoral work. Its Russian connection is practical rather than symbolic, with twenty-one teaching appointments of Russian specialists, a China-Russia symphony orchestra assembled largely from Russian players, and teachers and students sent each year for short-term study at the St Petersburg Conservatory. The school holds doctoral and master's degree authorisation in music and dance and in art theory as well as the professional Master of Fine Arts, it helps stage the Schoenfeld International String Competition and founded the Harbin Music Competition with the city government in 2018, and its Russian-styled main building, concert hall and library make the campus itself a landmark.
