Huaibei Institute of Technology is a private undergraduate institution in Huaibei, the coal-industry city of northern Anhui near the Jiangsu and Henan borders. It was founded in 2003 as the Xinxi College — the information college — of Huaibei Normal University, the public university of the city, and operated for nearly two decades as an independent college teaching bachelor programmes on its parent's academic base. In 2021, in the national wave of independent-college reform, the Ministry of Education approved its conversion into a free-standing private institution under the name Huaibei Institute of Technology. The new name signals the direction of travel: from the information-college years the school carries computer science, electronic and information engineering and related technology programmes as its core, while the normal-university lineage survives in Chinese language, English, media and education-adjacent tracks, and business, accounting and management programmes round out the catalogue. The school positions itself as an application-oriented college for a resource city working to diversify beyond coal, and its graduates feed the technology, commerce and schooling sectors of northern Anhui. Teaching is in Chinese and enrolment is domestic.
