Sansha is China's smallest prefecture-level city (roughly 2,000 permanent residents on Yongxing/Woody Island); its only hospital was completed in 2013 on just 2,388 sqm with only 30 beds and about 35 medical staff. It mainly serves residents, military personnel and fishermen — serious cases are evacuated to mainland Hainan by air or sea.
